Wages are May 2025 estimates from BLS Occupational Employment and Wage Statistics, May 2025; growth and education from BLS Employment Projections, 2025–35. The 10th and 90th percentiles show the range from entry-level or lower-paying employers to the most experienced or best-paid workers. For comparison, the median for all U.S. occupations was $50,980.

Assistant to specialist

HR assistants earn a median of $50,610 and the occupation is projected to change by -6.2% through 2035. HR specialists earn $75,940. The BLS Handbook says specialists typically need a bachelor’s degree in HR, business, communications or a related field.

The compensation track

Compensation, benefits and job analysis specialists earn $78,210. This is the group that builds pay ranges, runs market pricing and administers benefits. BLS notes they usually need a bachelor’s degree plus prior HR experience.

Into HR management

HR managers earn a median of $149,280, more than double the HR assistant median. BLS says the role typically requires a bachelor’s degree and several years of related experience; some positions require a master’s.

Where hr managers earn the most

State medians for human resources managers vary widely. The five highest-paying states in the May 2025 survey:

State Median annual wage Employment
District of Columbia $184,350 2,250
Massachusetts $181,780 7,540
New York $176,650 17,920
New Jersey $172,440 6,400
California $170,080 27,450

Using this data for your own raise

  • Ask for your own band. HR staff can usually see the pay range for their grade; use it.
  • Price the job you do. If you are a one-person HR department handling benefits, payroll and recruiting, compare yourself with the specialist and manager rows, not the assistant row.

A classification point for HR folks: the federal administrative exemption specifically lists "personnel management; human resources; employee benefits" among the business functions that can qualify, but the employee still has to exercise independent judgment on significant matters and earn at least $684 a week on a salary basis. HR assistants doing mostly clerical work usually don't meet that test. See 29 CFR 541.201.
