FORTUNE — The federal government — our nation’s largest employer — is about to suffer a serious brain drain. And the Department of Defense, the biggest employer within the federal government, is not sitting pretty. Besides the 1.4 million active duty men and women employed by the Department of Defense, the agency also has a civilian workforce of over 700,000.
